The necessity for laying plans to accomplish the rehabilitation of those Jews still remaining in Europe and in other lands who require assistance was stressed here today by Edward M.M. Warburg, chairman of the Joint Distribution Committee, opening the International Conference for Relief and Rehabilitation, sponsored by the J.D.C. He told the 125 delegates from 31 countries that “there are no longer any DP’s, but DI’s – destined for Israel.”
Warburg called on the delegates to concentrate on the major problems, including immigration, reconstruction, child welfare, health and education especially in new areas of need such as the Jewish communities of North Africa and the Moslon countries. Dr. Joseph Schwartz, European director of the J.D.C., reported that the organization has spent $250,000,000 in relief and rehabilitation activities since V-E Day, has helped 210,000 Jews leave Europe and has aided 750,000 in one way or another.
Israeli representative to the U.N. Aubrey Eban, addressing tonight’s session of the parley, said Israeli’s answer to the latest plan by acting mediator Dr. Ralph Bunche will be “solidly and unmistakably in the negative.” He insisted that because of the existence of the Jewish state, the General Assembly no longer can dispose of territory in Palestine as it chose but must take into consideration the rights of the state of Israel.
Eban also paid tribute to the support of the Jews of the world of Israel. Eliahu Dobkin, Jewish Agency immigration officer, and Judge Leon Meiss, French Jewish communal leader, also spoke.
