James Barco, political adviser to Mr. Ethridge, today told a press conference here that "the Conciliation Commission plan for internationalization of Jerusalem is still in its infant stages." He denied that the U.N. had ever received a joint Israel-Transjordan proposal for dividing the city between the two countries.
