Although armistice agreements have been achieved by Israel with all the Arab countries, final peace has not been obtained as yet and, therefore, the war is not yet over, Col. David Shaltiel, Inspector General of the Israeli Army, emphasized at a public meeting here attended by more than 3,000 people.

Col. Shaltiel, now in this country on a goodwill mission, is the official guest of the Uruguayan military authorities. In the course of his address, he pointed out that Israel will not forget the political aid it received in the United Nations from the Soviet delegation, but will also remember the fact that Jewish immigration to Israel is now being hampered in Soviet satellite countries.
