At the initiative of the New York State Commission Against Discrimination, the State Civil Service Commission has instituted a new procedure in job applications designed to eliminate possible discrimination on account of national origin, Edward Conway, president of the Civil Service Commission, announced yesterday.
The application forms for civil service positions have been amended to delete a question as to where a naturalized citizen was born and to replace it with a query whether the applicant is native-born or a naturalized citizen. In the event of a review of the applicant is native-born or a naturalized citizen. In the event of a review of the application a piece of opaque paper is stapled over this portion of the application to prevent a reviewing officer from reading it and possibly discriminating against a candidate.
