Algernon D. Black, chairman of the New York State Committee on Discrimination, today issued a statement hailing the passage last week by the New York City Council of an anti-bias housing ordinance. He pointed out that the ordinance makes New York the first city to ban discrimination both in public and private housing aided by the municipality.
