The International Refugee Organization and the Joint Distribution Committee have chartered a vessel to make regular runs between Tientsin, the only port of exit in China, and Hong Kong with refugees who wish to loavo China.

Many Jews who originally flocked from Manchuria and various Chinese cities to Shanghai in the hope of being evacuated were stranded there. Some managed to obtain the necessary travel permits to go to Tientsin, but this process is slow and some 800 Jews still remain in Shanghai waiting for travel documents or mass evacuation from the city.
