Kertzer of Rockville Centre, L.I., was elected president of the National Association of Jewish Chaplains of the U.S. Army and Navy at the end of its third annual convention here today. Rabbi Israel Miller of The Bronx was elected secretary and Rabbi Joseph A. Lief of Patchogue, L.I., treasurer.
