Israel yesterday voted against the adoption of a resolution in the United Nations which would permit member nations to exchange diplomatic representatives with Franco Spain and which would withdraw a 1946 U.N. resolution banning Spain from membership in U.N. specialized agencies.
The resolution, however, was carried 37 to 10 and will now go to the General Assembly for final action. Israel voted with the Soviet bloc and Yugoslavia on this issue.
