Judge Philip Foreman, noted Jewish leader, will become Chief Judge of the Federal District Court in New Jersey, it was reported here today. He will succeed Chief Judge Guy L. Faks, who will reach the age of 71 next week and who requested President Truman to place him on the active retirement list before the end of 1950.
