For the second time this month Jorday today prevented the passing of an Israel convoy to the Hebrew University at Mount Scopus. The convoy, which is being sent to the Arab-isolated Mt. Scopus section of Jerusalem every fortnight, was turned back today by the Arab Legion.

A communique iesued by Israel authorities here expressed surprise that Jordan once again flouted the agreement of the mixed armistice commission with regard to permitting the passage of Israel convoys to Mt. Scopus. The communiquepointed out that only last week Jordan, in the presence of United Nations officers, agreed to permit the passage of such convoys.
