A warning against permitting Germany to flood the Israel market with German-manufactured goods in payment of reparations and indemnity instead of making actual payments was voiced here today by Dr. Leon Kubowitzki, chairman of the World Jewish Congress executive council.

He also estimated that $8,000,000,000 worth of Jewish assets were misappropriated by the Nazis in Germany and elsewhere, including some $3,000,000,000 claimed by former residents of Germany who are now in Israel. He praised the Israel Government for pressing its claims against Germany and for refusing to establish relations with the West German Government.

Dr. Kubowizki proposed a plan for the World Jewish Congress to shift its seat of operations to a neutral country in the event of a world war and attempt to save as many Jewish lives as possible by functioning in a manner similar to the International Red Cross.
