A fund to honor the memory of Joseph E. Kapell, associate director of the Cleveland Jewish Welfare Federation, who was killed in a train wreck last month, has been initiated by the board of directors of the Federation, it was announced today. Mr. Kapell was killed while enroute to the National Conference of Jewish Social Welfare.
