U.N. Expert Advocates Jordan Valley Project; Israeli-syrian-jordan Approval Needed

“A vast” Jordan Valley project is “absolutely essential” to the economic and social development of the Middle feat; a top authority asserted here today, but gloomily predicted that it would state years to wt agreement” for launching it among Israel, Syria and Jordan.

Major General Edward A. Kennedy, a Canadian engineer, and retiring head of the U.N. Relief and Works Agency for Palestine Refugees, told a news conference that such political obstacles stood in the way of Hear East progress and consequent solution of the refugee problem.

He rejected the charge that has been made by Jordan that Israel development projects had endangered irrigation in Jordan by increasing the salinity of Jordan River water. He said he knew of no such thing happening but he considered it possible if the Huleh project grew to large-scale proportions.
