While the German people condemn the desecration of Jewish cemeteries, they do not co-operate with the authorities in handing over the perpetrators who, in most cases, are children, according to the North R###-Westphalia criminal police department. In a statement denying foreign criticism that police investigations of acts of desecration had not been thorough, the police admitted that their investigation of 20 cases in the past two years had not been successful but blamed this attitude of the public for their failure.
