The Union of Italian Jewish Communities has submitted a number of proposals to the Minister of Justice for strengthening the Italian penal code clauses dealing with group libel and incitement to race hatred. The changes were drafted after consultations with World Jewish Congress legal experts.
Among the modifications proposed by the Jews is a suggestion that incitement to racial hatred should be punished in cases where a grave breach of the public order resulted or could have resulted from such incitement. Also suggested by the Union was an amendment which would make an offense of “possession of distribution of propaganda material inciting to racial hatred” and of “preaching discrimination” or race hatred or contempt.
