Ugo Carusi, former chairman of the U.S. Displaced Persons Commission, will be nominated by President-Elect Dwight Eisenhower as Commissioner of Immigration and Naturalization, it was learned today from official sources.
Mr. Carusi’s appointment would remove the possibility of the selection of another candidate for the job, Richard Arens, whose background on immigration matters was considered controversial because of his close association with such figures as Sen. Pat McCarran and ex-Sen. Chapman Revercomb. Mr. Carusi was named by President Truman to the D.P. Commission and is considered by Jewish organizations to be favorably disposed toward a liberal immigration policy.
