Two men were in custody today under suspicion of having placed four mines in Jaffa harbor as a protest against the arrival there of the first reparations cargo from Germany.

Heavy police guards were stationed in the port as the freighter was unloaded and police escorts were placed on the trucks carrying the reparations goods from the port to warehouses and factories.
