Israel Indicts Arab States for Violating UN Charter, Armistices

Ambassador Abba S. Eban of Israel filed an official complaint today with the United Nations Security Council on “Violations by Arab States of the general armistice agreements and of Security Council resolutions relating thereto in a manner inconsistent with their obligations under the Charter of the United Nations.”

He asked that this complaint be taken up in connection with the present item on Palestine before the Council. Mr. Eban in his letter listed these violations as follows:

1. “Continuous violations by Jordan” of the armistice agreements by “attacks of regular and irregular Jordan armed forces against civilians in Israel, by brutal assaults of raiders from Jordan territory on lives and property in Israel and by the failure of the Government of Jordan” to adopt effective measures against these acts of violence.

2. “Concerted and continuous efforts by Arab states to maintain a state of tension and undermine the security of the area.”

The Israeli delegate said in his letter that the assertion of the existence of a state of war against Israel and the conduct of blockade measures was an example of these efforts. He mentioned too “war-like propaganda” and threats against the independence of Israel as well as the refusal of Arab states to negotiate for a peace settlement as further evidence of these continuous efforts by the Arab states to maintain a state of tension and undermine the security of the area.
