The second annual convention of representatives of Mapai settlements concluded last night following the acceptance of a compromise solution of the problem of hired labor in the collective settlements.
The delegates decided that within two years all settlements must end the practice of hiring agricultural workers who are not members of the kibbutzim. It was further decided that land which the kibbutzim could not farm because of a shortage of labor–which has been covered in recent years by hiring non-members–would be leased to a special holding company which would farm it with hired labor.
