Germany’s Upper House Votes for Accession to U. N. Genocide Pact

The Upper House of the German Federal Parliament unanimously approved yesterday a government bill for accession by the West German Federal Republic to the United Nations Convention on Genocide and for inclusion in the German penal code of an article providing penal servitude for life for anyone convicted of engaging in genocidal practices. The bill now goes to the Bundestag, or Lower House, which is expected to take it up late in January.
