Henry A. Byroade, Assistant Secretary of State for Near Eastern Affairs, today told the House Foreign Affairs Committee that “Russia now clearly has taken sides in the Arab-Israel problem” and indicated that the Russians have taken the side of the Arabs.
Mr. Byroade told the Congressmen that the Soviet Union has twice vetoed United Nations resolutions pertaining to Arab-Israel differences and said “my Arab friends feel that Soviet Russia was showing friendship to them.”
An assurance was given the committee by Mr. Byroade that the State Department will require guarantees from Arab nations receiving military assistance from the United States that such arms will not be used against Israel. He expressed the hope that within a few years both Arabs and Israelis would be “convinced of American impartiality.” At present, he said, each side accuses the United States of favoring the other.
