Dr. Abba Hillel Silver, prominent American Zionist leader, was appointed chairman of the board of governors of the Israel Bond Organization, it was announced here today by Abraham Feinberg, president of the organization. The last person to have held the same position was Henry Morgenthau, Jr., formerly Secretary of the United States Treasury.
