The shekel as a means of deciding proportional representation within the Zionist movement should be abandoned and delegates to Zionist congresses should be appointed for long terms in accordance with the size of the Jewish population of every country and its Zionist activity, the Progressive Party of Israel advocated today.

In testimony before a committee drafting a new constitution for the World Zionist Organization, Dr. Pinchas Rosen. Israeli Justice Minister and leader of the Progressive Party, insisted that the shekel had lost its symbolic and moral meaning. He advocate that voting rights be given directly to every member of a Zionist territorial federation or indirectly to members of local Zionist groups or parties.

The Jewish Agency executive will meet in plenary session beginning either March 6 or 7, it was announced here today. The Agency plenary session will be followed by a session of the Small Actions Committee, both meetings to be held here.
