British newspapers quoted unidentified diplomats from Iron Curtain countries today as reporting that Moscow is advising Egypt to permit the passage of Israeli shipping through the Suez Canal and the Gulf of Akaba. No confirmation of the reports was available tonight.

In Washington, lincoln White, the State Department spokesman, said today that the United States expects that a satisfactory interim arrangement will be worked out on Suez Canal operation. Until this government learns that is not the case, he said, the United States is reserving judgment on Tuesday’s Egyptian memorandum stating the conditions under which ships will be allowed through the Canal.
