Soviet policy in the Middle East was termed “harmful” by the British Government in a note sent by Prime Minister Harold Macmillan to Soviet Premier Nikolai Bulganin. The text of the reply was made public here today.

Mr. Macmillan expressed the hope that the USSR would pursue a Middle East policy “which would serve the interests of world peace as a whole.” This, the British note said. is Britain’s idea of the “most effective contribution” Moscow could make toward relaxing tension in the area.
