Jews Seen Holding Too Few Policy-making Posts in Government Service

Jews are not promoted to policy-making posts in Federal, state and municipal government in proportion to their numbers in civil service on all three levels, Dr. Herman P. Martell, president of the Council of Jewish Organizations in Civil Service, declared here yesterday. Dr. Martell, a public school principal, made the charge at the council’s first annual spiritual breakfast here. The council represents 22 affiliated groups with a total membership of 75,000.
