Soviet delegates here today distributed Tuesday’s edition of Pravda, official organ of the Communist Party of the Soviet Union, containing an editorial alleging that “Israeli troops are poised in readiness on the Lebanese frontier.”

Secretary General Dag Hammarskjold declared that upon his return from abroad that while visiting the Middle East in connection with his duties regarding Lebanon he “took the opportunity of visiting Amman, Jerusalem and Cairo, which was a useful round-up in view of all the various obligations that the United Nations has in that region.” Mr. Hammarskjold refused absolutely to answer any questions about his trip.

(In Washington, Senator Jacob K. Javits, New York Republican, today told the Senate that Lebanon’s plea for the sealing of its border facing Syria offers the United Nations an historic opportunity for “preserving the peace.”)
