Delegates attending the international Israel Bond conference now in progress here were briefed today behind closed doors on Israel’s security problems.

The 350 delegates from the United States, Canada and Latin America listened to reports by Col. Jehoshofat Harkabi, Israel’s intelligence chief; by Col. Ozer Weizmann, Air Force chief, and by top-ranking Army officers. The delegates were told that all the Arab States are now undergoing complete militarization and are coming under the rule of Army officers.

(The military editor of the Washington Post and Times Herald reported that the Soviet Union may soon export its modern, Deisel powered army tanks to the Arab nations. He described these tanks as superior to American armor.)
