A bill that would prevent the United States Navy from chartering shipping in a manner that discriminates against the State of Israel and abets the Arab blockade was today referred to the House Committee on Merchant Marine. The bill, which was introduced by Rep. Emanuel Celler, who is chairman of the House Judiciary Committee, reads:
“Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that no department or agency of the United States shall enter into any charter containing the following provisions or provisions to like effect:
“In the event the vessel is prevented from loading or discharging in any port by the local authorities because of the vessel having previously traded with Israel, the charterer shall have the option: 1. To cancel the charter as of the date loading is refused or after discharge at another port; 2. To require the substitution of another vessel of similar size, class, condition of tanks or cargo holds, and in a similar position, and 3. To nominate other loading or discharge port or ports.”
Meanwhile, it was reported here today that the United States is sending a leading nuclear physicist to the United Arab Republic to help the Nasser regime establish a program aimed at expansion of Egyptian nuclear potentialities.
The physicist is Dr. Samuel K. Allison, director of the Institute for Nuclear Studies at the University of Chicago. Dr. Allison has acted as consultant to Gen. Francisco Franco of Spain on atomic energy matters. He will leave Friday for ten weeks in the UAR under a State Department grant. The State Department said Dr. Allison will assist the UAR Science Council and the University of Cairo in widening the study of nuclear physics.
