Governor Nelson A. Rockefellor’s revised student incentive proposal providing for financial aid to students in sectarian as well as non-sectarian colleges, was passed by the State Senate today by a vote of 47 to seven. The bill, which provides for payments of $100 to $300 to students paying more than $200 per year tuition who meet academic tests, now goes to the State Assembly for further action.

The American Jewish Congress and other Jewish organizations had called for defeat of the measure on the grounds that it was “inconsistent with the Constitutional principle of separation of church and state and ineffective in meeting the need for improving the quality and quantity of higher education in New York State. “
