A bill to amend the Immigration and Naturalization Act by permitting immigration to the United States on the basis of both population and average national immigration quotas during the past 15 years was introduced in the Senate today by Senator Claiborne Pell, Rhode Island Democrat.
The bill would permit the entry into the U.S. of 250,000 immigrants annually. About one-third of the visas would be allotted on the basis of the proportion of each country’s population to world population. An additional 120,000 visas would be provided according to the proportion of each country’s annual immigration during the past 15 years. The remaining 50,000 visas would be earmarked for refugees with needed skills and for refugees from tyranny.
