The House of Representatives adopted today an amendment to the 1962 foreign aid bill, proposed by Rep. Seymour Halpern, New York Republican, warning nations like Egypt against purchasing Soviet military equipment, if they are to participate in the United States economic assistance program.

The amendment coincides with one previously adopted in the Senate, submitted by Sen. Kenneth B. Keating, New York Republican. Thus, passage of the amendment in the final conference form of the 1962 foreign assistance bill is certain.

Rep. Halpern cited threats recently voiced by Nasser of renewed aggression against Israel. Both the Republican and Democratic leadership endorsed the Halpern move, which was adopted by voice vote.
