Seymour F. Simon, Cook County Commissioner, was reported today to be the first Jew to become president of the Cook County Board of Commissioners. A special meeting of the board named him to the office, one of the highest in local politics. He will serve out the term of John J. Duffy, who died the previous week, and will be a candidate for election next November to a full term.
