Authoritative sources here today indicated that no decision has been made by the members of the Palestine Conciliation Commission–United States, Turkey and France–on replacing Dr. Johnson, and that the PCC will probably pursue its task on a diplomatic basis.
The feeling in the Near Eastern Division of the State Department was that Dr. Johnson’s recommendations with regard to a solution of the Arab refugee problem will furnish “useful guide posts” for the future. Dr. Johnson never advocated any particular numerical or percentage formula for refugee repatriation, according to the Department’s version.
The United States remains unprepared to publish the procedure or substance outlined in the Johnson proposals. Nor could a prediction be made whether the Johnson report would eventually be published.
