American Nazi party leader George Rockwell was slated to address a University of Virginia audience here tonight but under a strict set of rules imposed by school authorities.

The self-styled American Fuehrer, whose invitation to address the student body was extended by the John Randolph Society, a conservative student group, despite the disapproval of university officials, was told that he could go on only if he appeared without his uniform and his followers.
