Israel considers the proposals offered by the European Community as the basis for a third round of talks for an Israel-Euromart trade agreement “a good basis for negotiations, ” Ambassador Amiel Najar told the first session of the resumed talks here today. He also said that the proposals could become a good basis for an agreement.
The initial session today named three committees for continuation of the talks. One committee will deal with tariff questions; a second will handle agricultural issues; and the third will be a steering committee.
The proposals, offered three weeks ago by the Council of Ministers, key policy-making body of the EEC, would suspend the Common Markets external tariff of 20 per cent for about a dozen Israeli exports, and some alignment of national tariffs of the six Euromart nations to the common external tariff. It was indicated that the Israeli negotiators hoped to enlarge the offer as far as possible, without exceeding the mandate given by the Council of Ministers. The Israeli delegation presented some fresh proposals for study by EEC negotiations.
It was stressed that a particularly cordial atmosphere marked the first session, and the Israeli delegation expressed the hope that its proposals would be accepted.
