United States aid on nuclear desalting projects could be linked with agreement by Israel and other beneficiaries to abandon work on nuclear weapons, Chairman Chet Holifield of the Congressional Joint Committee on Atomic Energy said today in an address before the Atomic Industrial Forum Conference here.
Rep. Holifield, California Democrat, warned against proliferation of nuclear weapons. He said “Red China pursuing her own aggressive interest has obtained nuclear weapon capability — India, Israel, and others, from time to time have been reputed to be moving in the same direction.” He urged international inspection for all civilian reactors and processed plants. This was the first known proposal to link United States aid to the proposed Israeli nuclear desalting plant with a commitment by Israel to desist from work on nuclear weapons.
