The start of West German-Israeli talks on economic aid to Israel have been moved up to February 24 from February 28, a West German Foreign Office spokesman said today.

The change was made necessary by assignment of Dr. Rolf Lahr, the Foreign Office State Secretary who will head the West German delegation for the talks, to head the West German delegation at a Council of Ministers conference of the European Economic Community in Brussels on February 28.

The first phase of the talks are expected to last only a couple of days and will probably deal with a formulation of the political views of the two delegations, with hard bargaining expected. The economic talks are in fulfilment of a promise of aid made to Israel by West Germany last spring during negotiations leading to formal recognition of Israel.
