Heads of 12 Arab governments today concluded a summit conference in Cairo with a statement voicing anxiety over American arms shipments to Israel and pledging Arab solidarity and non-alignment in world affairs, dispatches from Cairo reported here today.

The premiers of the 12 Arab states unanimously adopted a resolution deploring arms shipments by the United States or any other country to Israel as “support of Israeli aggression. ” They rejected the U. S. contention that a balance of power was necessary in the Near East to avert war. No mention was made of U. S. supplies of arms to Arab states, notably Jordan and Saudi Arabia.
