Finance Minister Pinhas Sapir declared here today that Israel was suffering from “concealed unemployment” in that 10 percent of Israel’s labor force — 90, 000 workers — was “redundant.” The term was used to indicate employes either doing work duplicated by other workers, or doing little work in their jobs.
Calling for more manpower streamlining and rationalization, he urged that one way to overcome Israel’s burden of costs was to get rid of such unemployment by putting such workers into posts where they would be more productive.
