Israel today submitted a complaint to the Security Council on Syria’s aggressions, culminating early yesterday in the deaths of two Israelis whose jeep was blown up by a Syrian mine planted in an Israeli field near Almagor. The Israeli complaint stressed that the Almagor incident constitutes ” a gross violation” of the 1949 armistice agreement between Israel and Syria. “Syrian conduct, ” declared Israel, “represents a constant and ever-recurring threat to the interests of regional peace.”

In the complaint, Ambassador Michael S. Comay, Israel’s permanent representative here, noted that “hired terrorists” which, he stated, “have the unreserved public backing of the Government of Syria, ” have carried out 47 acts of violence and sabotage against Israel since January, 1965. The Israeli letter did not call upon the Security Council to meet on the issue.
