The United States today became the 30th signatory here of the International Convention on the Elimination of All Forms of Racial Discrimination, adopted by the General Assembly last winter. Ambassador Arthur J. Goldberg, chairman of the U.S. delegation, signed the document. He was accompanied by James Roosevelt, American representative to the U.N. Economic and Social Council. Israel had signed the Convention last year, as did the Soviet Union and 27 other member states.
