A hope that the newly-convened, 22nd regular session of the General Assembly may lead to a lasting solution of the Middle East crisis was expressed today by Corneliu Manescu, foreign minister of Rumania, in his opening address as the newly-elected president of the Assembly.
“The emergency special session,” said Mr. Manexcu, “has passed the Middle East problem to the present session, whose duty and high responsibility it is to concentrate its efforts upon a thorough study of this problem that could lead to a lasting solution in keeping with the vital interests of the people of that region.”
Ambassador Abdul Rahman Pazhwak of Afghanistan, retiring president of the Assembly, cited the Middle East situation and deplored the failure of the special emergency Assembly session to reach full accord. He pointed out there had been almost unanimous agreement on two issues: the question of Jerusalem and the world organization’s interest in the new and old Arab refugees. He lauded the Security Council for having achieved agreement between Israel and the Arab states to accept a cease-fire. “The United Nations,” he said, “lost a battle, but it stopped a war.” The special session, he held, “has laid the foundation for another effort in the pursuit of just and reasonable solutions in the months ahead.”
