King Hussein of Jordan arrived here late tonight for meetings with West German government leaders. He brought a so-called “peace plan” which diplomatic observers believe calls for Israeli withdrawal from occupied territories, big power guarantees of Israel’s borders, and free passage through international waterways. The Jordanian ruler will meet with President Heinrich Luebke, Chancellor Kurt George Kiesinger and Foreign Minister Willy Brandt. Diplomats here say there is considerable sympathy for Hussein in West Germany and that, while Bonn holds to a line of neutrality in the Israel-Arab dispute, his “peace plan” may have some influence.
Former Chancellor Ludwig Erhard will leave on a 10-day visit tomorrow to Israel, where he is scheduled to meet President Shazar, Prime Minister Eshkol, Finance Minister Sapir and Dr. Nahum Goldmann, president of the World Zionist Organization.
