Salvage tugs labored in vain for four hours this morning in an attempt to free the 2,300-ton Israeli freighter Dvora, which ran aground in the North Sea, south of Cuxhaven at the mouth of the Elbe River, during a gale last night. The 25 crewmen abroad were reported safe. It was hoped that the vessel would be freed at high tide tomorrow morning.
