Paul Struye, chairman of the Belgian Senate, reiterated his appeal to the affluent nations of the world to contribute toward a “Marshall Plan” for the Middle East as a means of rehabilitating the peoples of that region and achieving a lasting peace. Mr. Struye, who is leader of the Libre Belgique movement, made the proposal several months ago. It was adopted in principle by the consultative assembly of the Council of Europe.
Mr. Struye said that only a collective international effort could finance irrigation projects and land reclamation to provide employment and food for the refugees. He warned against the “decaying” situation in the Middle East today which he said is an obstacle to peace and is against the interests of both parties in the Middle East dispute.
