The sports editor of the Daily Express suggested today that if any nation participating in the international Olympic Games refuses to compete against any other nation, the first nation should be made to withdraw from the event. Desmond Hackett made his comment in a dispatch from Mexico City reporting a Moroccan proposal that would eliminate competition between Israel and the teams of any of the Arab countries.

The Moroccans expect to bring it before the International Olympic Committee next week. Mr. Hackett said. Their proposal would stipulate that teams of belligerent countries not be matched against each other in qualifying events to determine which teams participate in the Olympics.
