Heinemann Says Social Democrats Will Seek Postponement of Statute of Limitations

West Germany’s Minister of Justice, Dr. Gustav Heinemann, said on his arrival here that his Social Democratic Party would take the initiative shortly to postpone the effective date of the statute of limitations on war crimes prosecutions or to abolish the statute altogether. Dr. Heinemann, who is visiting Israel as a guest of the Government, has long favored abolition. The statute is supposed to take effect on Dec. 31, 1969 after which new cases against war criminals involved in crimes of murder cannot be initiated.
