Sen. Charles B. Goodell, a Republican, and two Democratic members of Congress, said yesterday they would urge the incoming Nixon Administration to deliver immediately Phantom jets to Israel. They maintained that the F-4s are necessary to preserve what they termed a necessary Middle East arms imbalance in Israel’s favor. Addressing the American Israel Public Affairs Committee, Sen. Goodell said, “It is our obligation to see that a treaty is signed between Israel and the United States guaranteeing Israel’s political and territorial security.” Similar views were expressed by Reps. Jonathan Bingham, William F. Ryan and Rep.-elect Mario Biaggi.
Sen. Goodell told Washington television viewers that American troops should be used if necessart to save Israel from conquest. He opposed any U.S. Intervention in the event the Soviet Union invades any Eastern European Communist state. But, he said, if Israel “is attacked and is in jeopardy, we should support it…If it required American troops. I would be for it.”
