A Jewish Agency official said yesterday that the Golan Heights, which is in occupied Syrian territory, will have about 25 Israeli settlements and a population of about 12,000 by 1973, based on a development plan drawn up by the Agency’s settlement department. There are presently 10 settlements on the Heights. The forecast was made by Meir Shamir, director of the settlement department’s Galilee and Golan region. Before the Six-Day War the Syrians used the Heights for artillery attacks on Israeli settlements in the northern Jordan River Valley near the Sea of Galilee.
